Lesotho Revenue Services (RSL) has signed a Memorandum of Understanding with the Federation of Agents of Foreign Firms (FAFF), pledging to strengthen compliance, foster transparency, and unlock new jobs. The agreement was concluded in Maseru this week.
RSL Commissioner-General Advocate ’Mathabo Mokoko described the partnership as more than a formal accord.
“This is a commitment to building a fair, transparent, and accountable economic system that benefits every Mosotho,” she said. “Through this collaboration, we want to create an enabling environment for local businesses while ensuring every cent is accounted for.”
Under the deal, FAFF will provide data and technical support to RSL, enabling quicker detection of irregularities and tighter oversight of foreign firms. Several ministries, including Trade, Labour, and Local Government, are also on board.
“Corruption and mediocrity do not serve this nation,” Adv Mokoko added. “By working together, we can build a system rooted in trust, sustainability, and self-reliance.”
She stressed that the ultimate goal is to protect resources for education, healthcare, and vulnerable groups, while stimulating job creation through fair regulation of foreign businesses and cross-border trade.
FAFF’s General Secretary, Advocate Lehloka Maphatsoe, reaffirmed the federation’s role in promoting ethical conduct among its members. Public Relations Officer Thabo Qhesi urged entrepreneurs to seize opportunities under the Business Licensing and Registration Act of 2019, which reserves space for agents of foreign firms.
RSL closed with a call for cultural change: building a mindset of integrity and excellence, particularly among the youth, as the foundation for lasting growth.
